Fixes #13875

This adds a "Minimum Interval" option for a TSVB graph/series, which sets the minimum time interval that can be chosen when the interval is set to auto.

I think I got all the required tests in line, but if not let me know and I'll fix it.

EDIT: I now see that there is also this PR: #13872
